assaulted
The authorities imposed a 10-hour curfew in Khagrachhari town and its surrounding areas from
9:00pm yesterday in the wake of fresh violence between Bangalee settlers and indigenous people
in the area that left a Banglaee settler dead. Around 50 people were injured and 66 houses
reduced to ashes during the clashes yesterday that forced the authorities to roll out the army in the
afternoon. Muhammad Abdullah, deputy commissioner of Khagrachhari district, told The Daily
Star that he imposed the curfew to avoid any untoward incident during the night. The dead was
identified as Anwar Hossain, 22, a class-IV employee of Khagrachhari municipality office.
Shahidur Khan, officer-in-charge of Khagrachhari Police Station, said Anwar was shot in the
head.Bangalee settlers set fire to at least 37 houses of indigenous people--20 in Mahajanpara, 10
in Narankhiya, four in Habongpuriya and three in Narikelbagan. Indigenous people also torched
at least 29 houses of Bangalee settlers--10 in Mohammadpur, seven in Shaalbagan, five in
College Gate, five in Senakalyan and two in Masterpara.The body of Anwar, son of Rawshan Ali,
was recovered at Shalbagan shortly after the houses were torched there. Twenty vehicles were
also vandalised during the clashes in the district headquarters. A number of journalists, including
Talat Mamun, reporter of private television ntv, were among the injured. Bangalee settlers
allegedly broke the cameras of Channel i and Desh TV when camera crew Dilip Chowdhury and
Mongsapru Marma were filming the clashes. Witnesses said the clash broke out around 11:30am
after a group of settlers belonging to Parbatya Bangalee Chhatra Parishad chased a procession of
the United People's Democratic Front (UPDF), a platform of the indigenous people. UPDF leader
Ujjal Smriti Chakma alleged that Bangalee students chanted provocative slogans as their
procession reached Bhanga Bridge area.UPDF brought out the procession as part of its daylong
protests against the violence in Baghaichhari upazila in Rangamati district that left two people
dead and many others injured.
Earlier, the indigenous people had also barricaded roads and waterways in Khagrachhari and
Rangamati districts to press home their six-point demand. The indigenous demonstrators started
gathering at more than 15 points in the town. They torched a truck in front of the Collegiate High
School around 7:30am. As the feuding groups started torching houses in the afternoon, the
authorities imposed Section-144 in the town to stave off the spread of violence, reports our
Khagrachhari correspondent. The volatile situation started to calm down around 4:00pm after
joint forces of the army, armed police battalion and the police began patrolling the town
roads.The joint forces with megaphones asked residents to remain indoors and that if anyone was
found outside, they would be arrested.Khagrachhari Sadar Hospital sources said seven people
hurt in the clashes were admitted to the hospital while 12 received first aid. State Minister for
Home Shamsul Hoque Tuku and Home Secretary Abdus Sobhan Sikder will visit the violenceprone
areas of CHT today and hold meetings with the army, the indigenous people and the
settlers."We cannot let the situation continue. We will ask all parties to show restraint and bring
an end to the clashes," the home secretary told The Daily Star last night. Meanwhile, the
government yesterday allocated 100 tonnes of rice, Tk 5 lakh in cash and 500 corrugated iron
sheets for the indigenous people affected by the recent violence and torching of houses at
Bagaihat-Gangarammukh of Baghaichhari in Rangamati. The Ministry of Food and Disaster
Management allocated the aid under Gratuitous Relief in favour of Rangamati Deputy
Commissioner for distribution among the affected people, says a food ministry press release.Our
Rangamati correspondent adds: Members of the civil society in Rangamati formed a human chain
demanding a fair investigation into Baghaichhari violence. Around 1,000 people took part in the
human chain in front of the Rangamati deputy commissioner's office around 10:00am.They also
demanded immediate arrest and punishment of the people responsible for the incident,
withdrawal of army camps and removal of Bangalee settlers from the areas.

Subject: Urgent demand for investigation into arson attack and alleged killings in Sajek
The CHT Commission (CHTC) is appalled to receive reports of the arson attacks carried out on
over 200 Pahari homes in the Baghaihat area of Sajek union under Baghaichari upazila in
Rangamati district from the night of 19 February 2010, the following villages and their adjoining
areas -- Gangaram Mukh, Guchchhagram, Hazachhara, Jaralchhari, Dane Baipachhara, Bame
Baipachhara, Simanachhara, Chhurung Nala and Gulakmachhara, and the subsequent confirmed
killings of 2 persons, reportedly in firing.
The CHT Commission is very deeply disturbed at allegations of the involvement of the army in
the killings of at least two Pahari villagers in �brushfire�. The Commission is aware of
allegations by sources on the ground that the number of dead may be much higher than the
number confirmed, and that there may be efforts being made to destroy evidence by burning the
dead bodies. The Commission has also received reports that the Banani Bana Bihar, a Buddhist
temple of the locality, has been looted.
The CHT Commission notes with concern that certain political quarters are claiming that this
outbreak of violence is primarily due to the withdrawal of army camps from the CHT (as
mandated by the 1997 CHT Accord). However, the Commission in its various field visits to the
CHT has not found any evidence of the army presence being withdrawn from the area in
question; indeed, the army has long had, and continues to have, a garrison in Baghaihat which is
in close proximity of the Pahari villages that were attacked. It has been alleged by affected people
that, prior to the firing by the army, a planned arson attack was carried out by Bangali settlers in
collusion with the Army and other security forces.
Thousands of Pahari families have been living in this area after having been suffered internal
displacement from other parts of the CHT. However, in 2008, some Bengali settlers began to
illegally construct houses in Gangaram area on land used by Pahari villagers. On April 20, 2008,
a group of settlers attacked several indigenous villages, injuring people and burning down more
than 70 houses. However, there was no effective intervention by the authorities, despite the close
presence of the army and the other security forces. Subsequently, many indigenous peoples fled
the area and lived in hiding.
In view of the circumstances and considerations noted above, the CHT Commission urges the
Government of Bangladesh to immediately take the following remedial actions:
To prevent any further destruction of forensic and other evidence of killing or arson by any party,
including the administration and security forces;
To take immediate governmental custody of all injured persons and transport them to a nearby
hospital and provide urgent medical treatment to those suffering; [how can you take custody of
such persons, do you meanensure their safety and security].
To also take immediate governmental custody of all dead bodies from the army and settlers,
transferring them to neutral civilian government administration members, with the eventual
objective of handing these over to the respective families;
To undertake an urgent, independent, high level investigation into the killings and allegations of
human rights violations in the Baghaihat area of Sajek;
To prosecute through fair and prompt and independent processes those who are responsible for
such killings and violence, and to ensure immediate security and safety for the bereaved families
and other victims,;
To take immediate steps to provide security of life and property, as well as food, water and
shelter, for all women, men and children who have been left homeless, insecure and destitute
from the arson attacks;
The CHT Commission also urges the Government of Bangladesh to take the following short-term
actions:
To take immediate steps to activate the Land Commission and amend the CHT Land Dispute
Settlement Commission Act 2001, so that all outstanding land disputes in the Chittagong Hill
Tracts can be readily and fairly settled, as per provisions of the CHT Accord, thereby helping to
prevent the outbreak of further violence;
To withdraw army camps from the three hill districts in accordance with the CHT Accord, as well
as terminate Operation Uttaran;
To immediately declare a roadmap for full and comprehensive implementation of the 1997 CHT
Accord, in line with the government's election pledge.

KILLING CHT PEOPLE
BHBCUC, USA leaders sat for an urgent meeting yesterday, 20th Feb evening at Jackson Heights
to discuss the ‘CHT’ latest ongoing fighting on the eve of ‘Mohan Ekushey’. After the meeting
leaders went to ‘Shaheed Minar’ and offered flowers. The meeting condemned the ongoing fight
and torture of the CHT people by the local Bengali Muslims. Leaders urged the government to
stop the attack on Hilly people immediately, bring the culprits to justice and give compensation to
the CHT victims. Three presidents, Ratan Barua, Nabendu Dutta, Dr. Thomas Dulu Roy; General
Secretary Sushil Saha; Joint Secretary Chandan SenGupta; Cultural Secretary Bishnu Gope; Vice

Massive communal attack on Jumma villages by military
forces and Bengali settlers in Baghaihat area in Rangamati
A. Introduction: On 19-20 February 2010 massive communal attack on Jumma villages was made
by military forces and Bengali settlers at Baghaihat area of Sajek union under Baghaichari upazila
in Rangamati district. It is reported that at 8 Jumma villagers including a woman were killed and
25 Jumma villagers wounded in this attack. It is learnt that around 200 houses of Jumma villagers
including Buddhist temple and church were completely burnt into ashes.
B. Beginning of the incident: On 19 February 2010 afternoon a group Bengali settlers went to the
Gangaran Duar area and put pillars on the land of indigenous Jumma villagers for construction of
house there. At that time, the Jumma villagers protested and opposed the Bengali settlers.
Again at night around 8.30 pm hundreds of Bengali settlers led by leaders of so-called Sama
Odhikar Andolon under full protection by a group of army from Baghaihat zone of 8 Bir Bengal
gathered at Gangaram Duar area and started to set fire on the houses of Jumma villages. At that
time, at least 35 houses including 7 shops, a church and a UNDP-run village centre, in three
Jumma villages of Gangaram Duar, Chaminichara and Baluchara were burnt down. Jumma
villagers alleged that Bengali settlers also looted the valuables while they were burning the
houses. The villagers fled into the jungle when the attack took place.
After the first attack, the villagers returned to their villages the next morning and gathered in
Gangaram to protest it. The Bengali settlers returned in the morning on 20 February 2010
equipped with sharp weapons, machetes and sticks. Further, at around 10.00 am on 20 February
2010 tension mounted throughout the area while the army and Bengali settlers ordered the Jumma
villagers to leave the area, but they refused to comply. At around 10.00 am the army started to
beat the Jumma indiscriminately. One Jumma villager chopped an army named Sergeant Rezaul
Karim while beating him brutally and then the army fired leaving him spot dead. Following this,
the army opened fire into the Jumma villagers indiscriminately without any sort of provocation,
leaving at least 6 dead and 25 wounded. They army also arrested three persons from there.
Since the start of firing, Bengali settlers with the help of army set fire on Jumma houses at
Hajachara, Guchchha Gram, Balughat, Simanachhara, Baipaichhara, Suranganala, Kerekkaba
Retkaba, Jarulchhari, Dane Bhaibachhara, Bame Bhaibachhara, MSF Para and Purbapara
villages. It is reported that at least another 160 houses were torched at that time. Bengali settlers
also burnt Banani Bana Vihar, a Buddhist temple. The monk of the vihara Ven. Purnabas
Bhikkhu, fled the temple without taking meal. One statue of Buddha was looted and another one
which was given by Thai government was looted. As they continued the arson attacks, the
indigenous community began resisting them. During this resistance, six indigenous persons were
injured.
It is still not clear how many Jumma villagers were killed in the attacks. However, five of the
dead were identified. They are-
1) Ms. Buddhabati Chakma (34) w/o Uttam Chakma of Baghaihat Gucchagram;
2) Mr. Laxmi Bijoy Chakma (30) s/o unknown of Golakmachara;
3) Mr. Liton Chakma (35) s/o Karunamoy Chakma of Baibachara;
4) Mr. Bana Shanti Chakma (28) s/o unknown of Gangaram Duar and
5) Mr. Nutunjoy Chakma (28) s/o unknown of Golakmachara.
Some of the injured are-
1) Shanta Shil Chakma, s/o Dhanaram Chakma of Chaminichara;
2) Mrittunjoy Chakma, s/o unknown of Jarulchari;
3) Sushil Jibon Chakma (32), s/o Kinamani Chakma of Chaminichara;
4) Amar Jiban Chakma (30), s/o Majiban Chakma of B-Block of Bangaltali;
5) Mr. Nibesh Chakma (35), s/o unknown of Chaminichara;
6) Mr. Dari Chakma (40) s/o unknown of Nangalmara;
7) Jitendra Chakma (35), s/o unknown of Chaminichara
8) Mr. Prem Lal Chakma (26) s/o unknown of Chaminichara.
It is learnt that the dead body of Buddhabati Chakma was brought at Baghaichari police station
for postmortem. But dead bodies of other deceased are yet to be recovered, as the entire area is
now under the control of the settlers and army vigilance. On 20 February 2010 afternoon the
army imposed section 144 in the area to prevent Jumma villagers from taking out protest
demonstrations.
C. Background of incident: Bangladesh military forces undertook plan to settle down the
infiltrated Bengali families along the roadsides of Sajek road from Baghaichari to Gangaram
Mukh in 2005. It is also mentionable that thousands of indigenous Jumma families have been
living in this area for decades long. Hence, Jumma villagers of these areas have been protesting
against this illegal settlement programme. Despites the protesting, in 2008 Bengali settlers
illegally constructed some houses at Gangaram area on the land owned by Jumma villagers. At a
stage on 20 April 2008 the Bengali settlers with the direct support of army of Baghaihat zone
attacked on the 7 villages of indigenous Jumma peoples and at least 76 houses of indigenous
villagers were completely burnt to ashes. Again, since starting of January 2010, Bengali settlers
with the support of Baghaihat army zone resumed expansion of their settlement in Sajek area
under Baghaichari upazila in Rangamati district. A number of houses have already been erected
by the Bengali settlers occupying Jumma villagers’ land.
The villagers, under the banner of Sajek Bhumi Rakkha Committee, submitted a memorandum to
the Baghaichhari UNO on 10 January 2010 with an ultimatum of 16 January 2010 to return them
their lands. As the deadline expired without any fruitful result on 16 January, Jumma villagers
started their agitation and started to boycott Baghaihat market from 18 January 2010. On the
other, on 25 January 2010 the PCJSS sent a letter to the Home Minister with copy to State
Minister of CHT Affairs Ministry and other concerned government authorities demanding to stop
settlement prgramme and to withdraw Bengali settlers from Baghaihat area. However,
government did not take any measure in this regard.
D. Mock of Bengali settlers: It is learnt that Bengali settlers and army staged mocks to conceal
real situation of the attack and to divert the incident to other direction. As part of this mock,
Bengali settlers set fire on their few houses which were almost abandoned. Even, army also
played a gunfight mock. At a press conference at Rangamati Reporters Unity, the Parbatya
Bangalee Chatra Parishad also protested the incident and blamed indigenous people for it. They
declared the Chittagong Hill Tracts Commission unwanted in CHT and blamed it for working in
favour of the indigenous people.
E. Media Report: It is reported that most of news media both electronic and press primarily
reported fabricated news. They reported that tribal miscreants fired first, clash started since tribal
ablaze settlers’ houses, tribal villagers attached Bengali settlers etc. For example, the Daily Star
in its internet edition on 20 February mentioned the headline of news as “Criminal killed in
gunfight with security forces in Rangamati”. However, it replaced later with “2 indigenous men
killed as troops open fire in Rangamati”. The Prothom Alo stated it as firing between Paharis and
Bangalis. Most of the electronic media aired news in favour of Bengali settlers. Most of the media
reflected statement of military authority as well as administration that went against the Jumma
peoples.
F. Reaction: Processions have been brought in Rangamati, Khagrachari and Dhaka protesting
against the attack. At 11.00 am on 20 February 2010 PCJSS brought out procession in
Rangamati. PCJSS claimed that Bengali settlers led by so-called Sama Odhikar Andolon (a
fanatic organisation of Bengali settlers) and Parbatya Bangali Chhatra Parishad torched the
houses of the tribal people in a pre-planned way. PCJSS demanded judicial investigation of the
incident, immediate arrest of the people responsible for the incident and compensation for the
victims and warned of tougher agitation programmes if their demand is not met. On the other,
Pahari Chatra Parishad (Hill Students Council) also brought out procession at Dhaka University
campus in Dhaka.
G. Urgent Action Needed: Tension is going on at Baghaihat area of Sajek union and upazila
headquarters under Baghaichari upazila. With this circumstance, please write letter to the
government of Bangladesh demanding the following issues-
1) To conduct judicial investigation of the incident and to send a parliamentary team to enquiry
the incident;
2) To immediate arrest the Bengali settlers and military personnel responsible for the incident and
to provide compensation for the victims of Jumma peoples;
3) To stop expansion of Bengali settlement and to close Bengali settlers from Baghaihat areas and
return back land and homesteads occupied by Bengali settlers to Jumma villagers;
4) To close Baghaihat zone soon and to withdraw all temporary camps including de facto military
rule ‘Operation Uttoran’ as per CHT Accord;
5) To implement the CHT Accord and to declare roadmap with timeframe for speedy and proper
implementation of CHT Accord.

In such an environment this kind of incidents only tarnishes your image in the country and
abroad. So we request you to take strong action immediately on this issue.
We demand

Shantimoy Chakma, back from Baghaihat, Rangamati: Anger continued to brew in the remote
Baghaihat area over Saturday's killing of indigenous people and arson attacks on their houses,
with the indigenous people holding the army responsible for the incidents. The dislodged
indigenous people also blamed Baghaichhari Upazila Nirbahi Officer SM Humayun Kabir for the
incidents. They damaged Humayun's car in the presence of law enforcers, minister, Rangamati

presence of the UNO.
At least 1,500 indigenous people of 300 families in nine villages were displaced after Bangalee
settlers allegedly burnt down the houses of indigenous people on Friday night and Saturday. The
authorities have so far confirmed the deaths of two members of the ethnic community. The bodies
were sent to Khagrachhari Sadar Hospital for post mortem. The indigenous people claimed that
six persons, including Noapara Buddha Bihar monk Loko Priya Bhikkhu, are still missing. They
alleged that the Bangalee settlers concealed a few dead bodies. During a visit to different villages
at Baghaihat it was found that at least 200-300 houses of indigenous people were completely
burnt. Fire and black smoke were seen everywhere.
The villages that came under attacks are Gangaram Mukh, Guchchhagram, Hazachhara,
Jaralchhari, Dane Baipachhara, Bame Baipachhara, Simanachhara, Chhurung Nala and
Gulakmachhara. The panic stricken indigenous people from the nine villages have taken shelter in
Bongaltoli and Battala villages, some 8-10km away from the places of occurrence. At present,
they are living under open sky without food as they could not save anything when they fled their
homes. A number of the injured indigenous people alleged that the settlers set fire to about 40
houses on Friday night. The next morning at about 10:00am, the settlers along with the army
again went to their villages and set fire to their houses. The army cordoned their villages and fired
at them, leaving two people including a female dead on the spot, they said.

Army Sergeant Rezaul, who was inured when an indigenous person chopped him with a machete,
was sent to Chittagong Military Combined Hospital, sources said. Baghaihat zone Commander Lt
Col Wasim denied the allegations and said the land dispute between the indigenous people and
Bangalees has been there since long. He said he along with the UNO, the UP chairmen and
leaders of Bangalee and indigenous communities tried to settle the matter, but all initiatives went
in vain as both Bangalee and indigenous people did not pay heed to the solutions. Wasim said a
vested interest group might have been behind the recent incidents. Talking to reporters yesterday,
Baghaichhari UNO Humayun Kabir also refused the allegations of his involvement with the
incident. State Minister for CHT affairs Dipankar Talukder, CHT affairs Taskforce Chairman
Jyotindra Lal Tripura, Rangamati and Khagrachhari Hill District Council chairmen Nikhil Kumar
Chakma and Ruhity Karbari, Rangamati DC Sourendra Nath Chakrabarty and police super
Masud-ul-Hassan visited the villages. Dipankar talked to the villagers and family members of the
victims and assured them of impartial judicial investigation into the incident. He also assured
both Bangalees and indigenous people of proper compensations.
Local indigenous people demanded withdrawal of the army from Baghaihat. They told the state
minister that Bangalee settlers are constructing structures on their land in some areas, which
triggered the dispute over the ownership of the land. Meanwhile, the United People's Democratic
Front yesterday shifted its protest programme to block roads and waterways to February 23
because of the ongoing SSC examinations in Rangamati and Khagrachhari districts.
